connect with investment funds and national funding programs to support startups; and provide testing, measurement, and performance evaluation of semiconductor chips after prototype manufacturing.<\/p>\n\n\n\n<p class=\"has-text-align-justify has-text-color has-link-color has-medium-font-size wp-elements-ea0d36194f2eca991cf91d7bf2be8fad\" style=\"color:#060673\">The Center will develop the ecosystem and international linkages by building networks with agencies, organizations, and enterprises from countries with advanced semiconductor industries worldwide; sharing data and open technologies; encouraging the development of open semiconductor chip design libraries; and fostering a knowledge-sharing community for chip design.<\/p>\n\n\n\n<p class=\"has-text-align-justify has-text-color has-link-color has-medium-font-size wp-elements-96533973d2e823cf5eb217ec746c75e9\" style=\"color:#060673\">Furthermore, the Center will provide services supporting semiconductor prototype manufacturing, grant licenses for the use of EDA design software, share IP design libraries, conduct technical design verification, training and testing, and offer other services serving semiconductor development in accordance with the law.<\/p>\n\n\n\n<p class=\"has-text-align-justify has-text-color has-link-color has-medium-font-size wp-elements-4437b370c2ace12e9dae31bf511467c3\" style=\"color:#060673\">According to the Ministry of Science and Technology, semiconductors are identified as a strategic technology, playing a key role in enhancing competitiveness, promoting economic growth, and affirming national standing.<\/p>\n\n\n\n<p class=\"has-text-align-justify has-text-color has-link-color has-medium-font-size wp-elements-c90157f992f8c496f951df9e09faf367\" style=\"color:#060673\">Vietnam enters this industry with significant potential and advantages, such as a strategic geopolitical position in the heart of Southeast Asia, proximity to leading global semiconductor manufacturing hubs, and favorable conditions to attract global supply chain shifts. Its high level of economic openness and extensive network of free trade agreements also facilitate investment and cooperation by global technology corporations.<\/p>\n\n\n\n<p class=\"has-text-align-justify has-text-color has-link-color has-medium-font-size wp-elements-629ccbb8f2b2f57441927cdf3b8d8170\" style=\"color:#060673\">In addition, Vietnam has a large-scale electronics manufacturing base, with hardware export turnover exceeding USD 132 billion in 2024, along with a young and abundant workforce, including 1.9 million workers in the technology sector and more than 7,000 chip design engineers. This is further supported by strong and consistent political commitment from the highest levels of leadership to promote the development of the semiconductor industry.<\/p>\n\n\n\n<p class=\"has-text-align-justify has-text-color has-link-color has-medium-font-size wp-elements-c28e95c609121101529867f6e14105a8\" style=\"color:#060673\">To leverage these advantages, the Government has issued the Vietnam Semiconductor Industry Development Strategy to 2030, with a vision to 2050, summarized by the formula C = SET + 1, where C stands for semiconductors (chips); S for specialized (specialized chips); E for electronics (the electronics industry); T for talent (human resources); and \u201c+1\u201d signifies Vietnam as a new safe destination in the global semiconductor supply chain.<\/p>\n\n\n\n<p class=\"has-text-align-justify has-text-color has-link-color has-medium-font-size wp-elements-db661e98385994713c4e0ac96529585e\" style=\"color:#060673\">The formula is built on four core principles. The first focuses on concentrating resources and providing special incentive mechanisms for research, design, and development of specialized chips, while promoting the sustainable development of electronics and IoT industries.<\/p>\n\n\n\n<p class=\"has-text-align-justify has-text-color has-link-color has-medium-font-size wp-elements-3f2fe3718c984ccc16112e1ffe6a355c\" style=\"color:#060673\">The second principle links the development of the semiconductor industry with the electronics industry, emphasizing that semiconductor development must be integrated into the overall development of Vietnam\u2019s electronics sector.<\/p>\n\n\n\n<p class=\"has-text-align-justify has-text-color has-link-color has-medium-font-size wp-elements-1c697fee9110014584dc4212a969a261\" style=\"color:#060673\">Third, Vietnam will prioritize investment in high-quality human resources, aiming to become a global semiconductor talent hub capable of deep participation in the semiconductor industry.<\/p>\n\n\n\n<p class=\"has-text-align-justify has-text-color has-link-color has-medium-font-size wp-elements-ebc8d529e185f585e28d7bbce30b04f6\" style=\"color:#060673\">Finally, Vietnam will leverage its geopolitical position and strategic partnerships to become a new destination in the global strategy to diversify semiconductor supply chains.<\/p>\n\n\n\n<p class=\"has-text-align-justify has-text-color has-link-color has-medium-font-size wp-elements-40288b10e424779f79c0d13de6da9e2a\" style=\"color:#060673\">Alongside this, relevant ministries and agencies have issued numerous policies to develop high-quality human resources in the semiconductor sector, including incentives for personal income tax and corporate tax, import\u2013export incentives, the establishment of research and investment support funds, and the development of shared infrastructure to promote Vietnam\u2019s semiconductor industry.<\/p>\n\n\n\n<p class=\"has-text-align-justify has-text-color has-link-color has-medium-font-size wp-elements-94dca46cb3f84f206b91ab46623d145d\" style=\"color:#060673\">Currently, Vietnam hosts more than 170 foreign direct investment projects in the semiconductor sector, with total registered capital of nearly USD 11.6 billion, mainly concentrated in chip design and packaging and testing stages.
