General Luong Tam Quang, Minister of Public Security and Standing Deputy Head of the Steering Committee on Data, announced that the National Data Center will officially begin operations in June 2026.<\/strong><\/p>\n\n\n

Reporting at the first meeting of the National Steering Committee on Data, General Luong Tam Quang stated that in 2026, the Steering Committee will focus on three strategic pillars.<\/p>\n\n\n\n

First, to complete and ensure compliance with legal regulations on data, cybersecurity, and data security, including the 2025 Cybersecurity Law, the 2024 Data Law, and guiding decrees on the protection of data, important data, and core data. At the same time, national data standards, shared data catalogs, and technical standards for connection and data sharing will be developed and issued to unify the construction, development, exploitation, and use of data, putting an end to the fragmentation and \u201cdata silos\u201d phenomenon.<\/p>\n\n\n\n

Second, to implement the national data architecture framework, data governance framework, and data dictionary. This includes comprehensive national data planning based on a unified architectural standard, establishing a map of the current state of data technology infrastructure across ministries, sectors, and localities, and defining specific digital transformation roadmaps. This will help identify gaps between current realities and target objectives, thereby enabling focused and prioritized investment solutions.<\/p>\n\n\n\n

Third, alongside the creation and development of data, national databases will be connected with sectoral databases to form a comprehensive data ecosystem serving citizens and businesses. The focus will be on exploiting and maximizing data value, including reducing documentation requirements, simplifying administrative procedures, and applying data analytics models to support leadership, governance, socio-economic development, and national defense and security.<\/p>\n\n\n\n

To achieve these objectives, General Luong Tam Quang proposed that the Prime Minister and the Steering Committee direct ministries, sectors, and local authorities that have not yet established data steering committees to urgently do so, and to develop their 2026 action plans, which must be completed by January 2026 to ensure implementation within the year.<\/p>\n\n\n\n

At the same time, efforts should focus on resolving outstanding tasks. According to General Luong Tam Quang, on December 16, 2025, the Standing Agency of the Steering Committee submitted a report to the Central Steering Committee on Science and Technology Development, Innovation, and Digital Transformation, reaching consensus on implementation plans for the National Public Service Portal, the Administrative Procedure Resolution Coordination System, and the Administrative Procedure Resolution Information System, including an assessment of pending tasks requiring completion. Accordingly, the Standing Deputy Head of the Steering Committee urged ministries, sectors, and localities to urgently carry out the remaining specific tasks.<\/p>\n\n\n\n

\u201cAfter today\u2019s conference, we will review and notify relevant ministries and agencies of the remaining tasks and set completion deadlines in the 2026 action plan,\u201d General Luong Tam Quang stated.<\/p>\n\n\n\n

He also emphasized the need to accelerate the deployment, creation, and improvement of the synchronized quality of databases connected to the National Data Center. The Minister of Public Security reiterated that the National Data Center will officially operate from June 2026. Therefore, to ensure effective implementation of Politburo Resolution No. 57 and guarantee synchronized database connectivity with the National Data Center, ministries and sectors are requested to urgently register for infrastructure usage and develop plans to migrate their information technology systems to the National Data Center, to be completed by January 2026.<\/p>\n\n\n\n

In addition, the legal framework must be further refined to support the development, exploitation, and maximization of data value. The Standing Deputy Head of the Steering Committee proposed focusing on the expedited development and issuance of three decrees:<\/p>\n\n\n\n

Regarding data sovereignty, data security, and creative intelligence, General Luong Tam Quang called on ministries, sectors, and localities to uniformly adhere to the viewpoint agreed upon by the Secretariat of the Party, which stipulates that cybersecurity and data security must be fundamental and mandatory requirements from the very stages of planning, construction, and operation of information systems.<\/p>\n\n\n\n

The Standing Deputy Head of the Steering Committee also proposed the development and deployment of a National Database on Artificial Intelligence at the National Data Center to ensure data sovereignty and security, while unlocking the power of data to create new value for national governance and administrative reform, serving leadership, socio-economic development, and national defense and security.<\/p>\n\n\n\n
