<\/figure>\n<\/div>\n\n\nOver the past years, the Ministry of Industry and Trade (MOIT) has proactively built and operated around 40 databases, including open data, specialized data, and data centers serving management and operations. However, the systems remain fragmented, lack integration, and have not fully leveraged their value. Data sharing and integration between units are still inconsistent, limiting the efficiency of analysis and services for citizens and enterprises.<\/em><\/p><\/p>\n\n\n\n In the context of digital transformation becoming the driving force across all sectors, the MOIT recognizes that issuing a Data Development Strategy is an urgent requirement. The strategy aims to establish a unified, safe, and efficient data ecosystem, capable of connecting with national databases, thereby contributing to the development of a digital government, digital economy, and digital society in Vietnam.<\/p><\/p>\n\n\n\n The Strategy sets a goal to maintain the MOIT\u2019s leading position in national digital transformation, while improving the legal framework for data collection, management, sharing, and utilization. Accordingly, the Ministry aims to build a data ecosystem that is accurate, sufficient, clean, dynamic, unified, and shareable, forming the basis for evidence-based decision-making.<\/p><\/p>\n\n\n\n In parallel, the MOIT will build a comprehensive, interconnected database system for the entire sector \u2014 supporting policy-making, market forecasting, and coordination among agencies and departments. All Ministry activities, from strategic planning to operations, will be conducted in a digital environment, moving toward the model of a \u201cData-Driven Ministry.\u201d<\/p><\/p>\n\n\n\n The new Strategy emphasizes a people- and enterprise-centered approach, encouraging broad participation in data collection, development, utilization, and enrichment. This transformation not only enhances administrative efficiency but also strengthens public trust, transparency, and sustainable development.<\/p><\/p>\n\n\n\n According to the Strategy, the Ministry of Industry and Trade will develop data according to three main pillars: Industrial and energy management data; trade and market management data; and general economic data of the Industry and Trade sector. Each group of data plays a separate role in serving operations, management and supporting policy development. <\/p><\/p>\n\n\n\n D\u1eef li\u1ec7u qu\u1ea3n l\u00fd c\u00f4ng nghi\u1ec7p v\u00e0 n\u0103ng l\u01b0\u1ee3ng gi\u00fap ki\u1ec3m so\u00e1t hi\u1ec7u qu\u1ea3 ho\u1ea1t \u0111\u1ed9ng s\u1ea3n xu\u1ea5t, quy ho\u1ea1ch v\u00e0 s\u1eed d\u1ee5ng n\u0103ng l\u01b0\u1ee3ng b\u1ec1n v\u1eefng. Trong khi \u0111\u00f3, d\u1eef li\u1ec7u kinh t\u1ebf t\u1ed5ng h\u1ee3p l\u00e0 n\u1ec1n t\u1ea3ng gi\u00fap B\u1ed9 d\u1ef1 b\u00e1o xu h\u01b0\u1edbng, \u0111\u00e1nh gi\u00e1 t\u00e1c \u0111\u1ed9ng v\u00e0 ho\u1ea1ch \u0111\u1ecbnh ch\u00ednh s\u00e1ch ph\u00e1t tri\u1ec3n ng\u00e0nh.<\/p><\/p>\n\n\n\n By 2028, all databases within the MOIT that require connectivity or data extraction will be integrated through the Local Government Service Platform (LGSP) or other approved digital platforms. All command, management, and policy activities will be conducted digitally, ensuring transparency, speed, and accessibility.<\/p><\/p>\n\n\n\n Regarding infrastructure, the MOIT will plan a centralized data center system under the principle of \u201ccentralized infrastructure \u2013 interconnected data \u2013 efficient utilization,\u201d ensuring cybersecurity, scalability, and interoperability with national databases. The goal is that by 2030, a unified, secure, and reliable data system will serve as the core platform driving comprehensive digital transformation across the entire Ministry.<\/p><\/p>\n\n\n\n The Strategy defines data not only as a management tool but also as a strategic asset of the digital economy. The Ministry will establish transparent data governance mechanisms, clearly defining ownership, access, and usage rights. It will also issue policies for equitable data value distribution to encourage innovation and sharing \u2014 while ensuring national data sovereignty in the industry and trade sector, especially amid cross-border data flows.<\/p><\/p>\n\n\n\n To achieve these goals, the MOIT will strengthen investment in modern technologies, including centralized data centers, data lakes, data warehouses, cloud computing, and intelligent analytics platforms. Developing a skilled data workforce \u2014 including experts, engineers, and data scientists \u2014 is identified as a key factor in mastering data processing and analytics technologies.<\/p><\/p>\n\n\n\n According to the implementation roadmap, the Strategy will be deployed in three phases. From 2025 to 2026, the Ministry will focus on building a data catalog, completing data collection and publication, issuing legal regulations and technical standards, and forming a professional data warehouse to serve the general work of the industry. The 2027 to 2028 period will focus on applying artificial intelligence in data mining, analysis and management, towards forming a synthetic data platform. By the 2029 to 2030 period, the Ministry of Industry and Trade will master data technology, develop applications to serve state management and policy making.<\/p><\/p>\n\n\n\n Funding will come from the state budget and other legitimate sources, with additional mobilization from domestic and international technology enterprises. The Department of E-commerce and Digital Economy will act as the lead agency, responsible for guiding, monitoring, and ensuring data system security and consistency.<\/p><\/p>\n\n\n\n The Data Development Strategy and Master Plan for Data Center Infrastructure is not merely a technical blueprint but a declaration of vision and long-term direction for the Ministry of Industry and Trade in the digital era. As data becomes the foundation of all operations, the Ministry will fully transition from traditional management to modern, flexible, and transparent governance.<\/p><\/p>\n\n\n\n Each data-driven decision will enhance efficiency, reduce errors, and build greater confidence among businesses and citizens. Moreover, the establishment of a modern data infrastructure will unlock deeper insights into economic, market, industrial, and energy information \u2014 vital elements for policymaking and sustainable growth.<\/p><\/p>\n\n\n\n The MOIT affirms that developing data and data center infrastructure not only serves internal needs but also promotes interconnection with other ministries and sectors, forming a synchronized national data network.
