On the afternoon of March 26, Prime Minister Pham Minh Chinh - Deputy Head of the Central Steering Committee for Science, Technology, Innovation and Digital Transformation - chaired the launching ceremony of the movement and the launch of the "Digital Popular Education" platform in Hanoi.

Ready to operate from April 1
According to Deputy Minister of Public Security Nguyen Van Long, as the standing agency of Project 06, the Ministry of Public Security has coordinated with Hanoi University of Science and Technology to put into operation the platform “Binh dan hoc vu digital”.
This is a national training platform, which will soon be integrated with digital platforms such as VNeID to effectively serve the national digital transformation, ready to operate on April 1, 2025, helping to reduce costs by up to 80%.
Speaking at the launching ceremony, Prime Minister Pham Minh Chinh said that the launch of the "Digital Education for All" platform is an important task to concretize the implementation of Resolution 57 of the Politburo on breakthroughs in science and technology, innovation and digital transformation.
From the previous popular education movement to eliminate illiteracy, launching the digital popular education movement is to nurture the national spirit, create motivation and inspiration to enter a new era with a great vision and aspiration.
The Prime Minister requested Party committees and authorities at all levels, especially leaders at all levels, to take the lead in improving digital capacity and promoting digital transformation, considering this a key task, linked with administrative reform, socio-economic development, and creating conditions for people to access digital skills, services, and digital platforms.
Technology enterprises actively responded to the movement, played a pioneering role, and accompanied the government and people in digital transformation. Invest in digital infrastructure, especially for remote areas, and support digital devices for the disadvantaged.
Linking digital transformation with administrative reform
Relevant ministries and sectors develop digital capacity frameworks and appropriate documents for each target group on the platforms; monitor and urge the implementation of the movement, promptly report implementation results; promote propaganda associated with the movement "The whole country competes to build a lifelong learning society, a mass open online course platform".
Immediately cut 80% of training and coaching costs on platforms, promote public-private cooperation. Soon announce the national platform for mass open online courses of the Ministry of Public Security (binhdanhocvuso.gov.vn), using VNeID application to identify learners.
From there, the Prime Minister called on the entire Party and people to participate in the "Digital Literacy for All" movement to spread widely, creating new momentum and strength for Vietnam to steadily move forward in the era of rising up to develop richly and prosperously.
