THE PRIME MINISTER APPROVES THE DIGITAL INFRASTRUCTURE STRATEGY TO 2025, WITH A VISION TO 2030
On October 9th, 2024, the Prime Minister issued Decision No. 1132/QD-TTg approving the “Digital Infrastructure Strategy to 2025, with a vision to 2030”. This strategy is an important step forward in building and developing digital infrastructure, contributing to making Vietnam a modern, smart digital nation, while achieving the goal of average income in 2030 and high income in 2045.
The strategy specifies: Digital infrastructure development perspective clearly defined, including considering digital infrastructure as the infrastructure of the economy, playing a key role in the development of the digital economy, digital society and digital government. Vietnam's digital infrastructure will be developed with super-large capacity, high bandwidth, sustainable, green, smart and safe. The Government also aims to build an advanced, modern digital infrastructure on par with developed countries in the world.
Specific goals by 2025 include:: universalizing fiber optic cables to households; 100% of provinces, cities and high-tech zones have 5G mobile services; deploying at least 2 new international submarine fiber optic cables; developing data centers that support Artificial Intelligence (AI); each person will have 1 IoT connection and 1 digital identity; the proportion of adult population with digital signatures will reach over 50%. In particular, Vietnam will develop digital technology platforms such as IoT, artificial intelligence, blockchain, and big data, which play an important role in economic and social development.
In addition, Vietnam will also put into operation at least two new international submarine optical cable lines, ensuring large transmission capacity and stable international connectivity. The development of AI Data Centers is also a top priority, helping to enhance the ability to process and analyze large-scale data.
The Goals to 2030 Aiming to cover 99% of the population with 5G mobile network, test 6G network, develop 6 new international submarine cable lines, increase submarine cable capacity to at least 350 Tbps.
At the same time, Vietnam will also build Hyperscale Data Centers and support the development of regional data centers, bringing the number of IoT connections in Vietnam to the high average level in the world.

The strategy also sets out key tasks, emphasizing the popularization of high-speed, low-latency connections and the development of international submarine and terrestrial optical cables. In particular, the development of 5G mobile networks and preparation for the next-generation mobile network (6G) are important priorities, along with promoting the deployment of IPv6 for the entire Vietnamese Internet network.
In addition, the strategy also mentions data infrastructure development, including attracting investment for international standard data centers, developing national data centers and edge data centers, supporting artificial intelligence applications and other advanced technologies.
Notably, according to the Decision, cybersecurity is a prerequisite in the process of developing digital infrastructure, requiring cybersecurity protection to be integrated from design to operation.
To implement the Strategy, the Ministry of Information and Communications plays a leading role, coordinating with relevant ministries, branches and centrally-run provinces and cities to ensure monitoring, evaluation and implementation of the set goals.
The Ministry will also promote domestic and foreign enterprises to participate in investing in developing digital infrastructure, while coordinating with research agencies to develop digital technology and train high-quality human resources to serve digital infrastructure.
The digital infrastructure strategy to 2025 and vision to 2030 not only aims to develop Vietnam's digital economy and digital society, but also ensures sustainable development, protects national security, and enhances Vietnam's international competitiveness in the future./.
