On the morning of February 25, in Hanoi, the Ministry of Public Security held a ceremony to announce the establishment of the National Data Center. Attending the ceremony were Mr. Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission.
On October 30, 2023, the Government issued Resolution No. 175/NQ-CP approving the National Data Center Project, in which the Ministry of Public Security was assigned to establish the National Data Center as a unit equivalent to the Department level under the Ministry of Public Security.
In particular, data at the National Data Center is the core platform providing data-related services, supporting policy making, creating development, building digital government, digital society and digital economy, ensuring national defense and security, and is an important driving force to build a new era of prosperity.
At the same time, provide technological infrastructure for socio-political organizations, national database systems and agencies in need of exploitation, operation, efficiency improvement and network security assurance.
Speaking at the ceremony, Minister of Public Security Luong Tam Quang emphasized that, along with the success of Project 06, the National Data Center with the goal of promoting the value of data - a valuable resource, new means of production to create a driving force for innovation, improve labor productivity, national competitiveness, and raise the country's position continues to be the vision, orientation, and special attention of the Party and State.
This is also a comprehensive data warehouse, a pillar for developing and forming digital products and reliable data systems of the State to connect, share, and create many new values for development, contributing to ensuring safe and stable digital infrastructure, creating a solid foundation for the process of building a digital government, digital economy, and digital society.
Minister Luong Tam Quang suggested that the Board of Directors of the National Data Center focus on directing the effective implementation of a number of key tasks:
Legally, it is necessary to urgently coordinate with relevant units to develop and advise on the issuance of guiding documents to ensure consistency and effectiveness at the same time as the Data Law.
Research and develop a Data Science Innovation Fund to support individuals and startups in the field of data. Coordinate research and develop mechanisms and policies to encourage the exploitation and use of data to promote innovation and develop the digital economy.
Closely coordinate with the Department of Administrative Police for Social Order (QLHC on TTXH) to promote the early completion of national databases, specialized databases, especially core databases to develop a comprehensive data warehouse, data associated with people is the main pillar, creating the foundation for developing digital government, promoting digital economy and forming digital society.
Urgently stabilize and propose organizational consolidation according to each development stage of the Center.
Receiving the direction and assignment of the Minister, Major General Nguyen Ngoc Cuong, Director of the National Data Center, affirmed that the leadership and staff of the Center deeply understand that they will have to make great efforts for the common goal of building the National Data Center into a pillar to successfully carry out the national digital transformation revolution, bringing the country into a new era, promoting the development process and promoting data exploitation to serve socio-economic development.
At the ceremony, the Ministry of Public Security also announced the establishment of three functional departments under the National Data Center, including: General Staff Department, Logistics Department, and Data Management Department.
